When enabled, the customer can get change back after inserting a bill or coin but cancel later; she/he can still get the money back. If the bill acceptor has no ability to giving change, the equal value in coins will be returned.
When disabled, once the customer inserts cash, she/he can only use the money to buy at least one product.
